THEY’RE growing like weeds.
An incredible 268 members-only marijuana cafés have set up in Barcelona, new figures show,
Some 200,000 people are now believed to be members of these so-called ‘cannabis clubs’, which operate in a grey area of the law.
The clubs function as nonprofit associations where members pay a small annual fee and pool money to fund the operation, meaning there is technically no selling or buying involved.
This means consumption is private as long as the drug stays on the premises, making it legal as private consumption is not penalised.
A current initiative in the Catalan parliament is aiming to allow club members to legally grow and share their own weed among themselves.
Well, it’s a start anyway. Until good sense and full legalisation take place.
