The Belgian punched the other man in the face, who then fell to the ground and hit his head.
The attacker called emergency services and was arrested for the crime of reckless homicide.
He was due to appear in court on Friday.
Neighbours reported a series of disputes between the two men who lived nex door to each other on the ground floor of the apartment block.
Residents told the Levante-EMV newspaper that the Belgian lived with his wife and their 22-year-old daughter who has to use a wheelchair.
A special ramp had been constructed to ease outdoor access and they said her father ‘took her to the beach everyday’.
The fateful brawl was prompted by the Belgian’s neighbour parking vehicles in such a way that it was difficult for the wheelchair user to use the ramp.
Previous confrontations were caused by the 43-year-old playing loud music which annoyed the Belgian.
One resident said they had ‘come to blows previously but I did not believe that things would end so badly’.
The nationality of the deceased man has not been disclosed.
